Industrial Energy Transformation Studies Program

Step 1 - Read the program guidelines
  • Program update (20 December 2023)

The IETS Program is now closed and has been superseded by the National Industrial Transformation Program.

Please refer to the National Industrial Transformation Program webpage for further details or contact ARENA at industrialtransformation@arena.gov.au.

  • About the program

The IETS Program will provide $43 million in funding to assist large energy users to undertake engineering and feasibility studies to identify opportunities to lower energy costs and reduce emissions at their facilities.

The Program aims to support feasibility and engineering studies and associated metering that can enable an investment decision in energy efficiency and renewable energy solutions for industrial processes, which will:

    • deliver a transformational improvement in industrial energy efficiency as compared to business as usual energy use; and/or
    • deliver a transformational increase in renewable energy use as compared to business as usual energy use; and
    • deliver transformational reduction in greenhouse gas emissions below business as usual emissions, and
    • demonstrate high replicability potential across similar industrial settings.

Funding will be made available to companies and organisations in the agriculture, mining, manufacturing, gas supply, water supply, waste services and data centre sectors.

The Program is designed to help operators of industrial facilities (typically the Applicant) to progress toward implementing energy efficiency and/or renewable energy solutions at the nominated facility. Proposals that seek to provide energy efficiency and/or renewable solutions “to the market” without a strong connection to a specific industrial facility will likely not be assessed as high merit.

    Program streams

Grant funding will be provided in two streams:

Stream A – Feasibility Studies: A Feasibility Study aims to provide an independent assessment that examines all aspects of a proposed Project, including technical, economic, financial, legal, and environmental considerations. The Study should demonstrate the economic case for the technology and associated energy or emission reductions while ensuring that the technological barriers are identified and are manageable.

Stream B – Engineering Studies: Engineering (or FEED) Studies have the purpose of providing sufficient Project detail to enable a Final Investment Decision to be made and a subsequent EPC (Engineering, Procurement and Construction) contract to be executed.

Applicants can seek $100,000 to $500,000 for feasibility studies or $250,000 to $5 million for engineering studies.

    Guidelines

The Program Guidelines describe the requirements that must be met to submit an eligible application and the process we use to assess the merit of applications. Stream A (Feasibility Studies) is a one stage application process, while Stream B (Engineering Studies) is a two stage application process i.e. these will require an EOI application and a Full Application. The relevant Guidelines documents are:

    Funding Agreement

ARENA agrees to provide the ARENA Funding, and the Recipient agrees to complete the Project and use reasonable endeavours to achieve the Outcomes, in accordance with the terms of this Agreement.

    More information

We hosted two identical virtual information sessions for potential applicants, each covering both Stream A and Stream B.

    Virtual Information Session Details [Complete]

    • Session 1: Tuesday, 11 October 2022
    • Session 2: Tuesday, 18 October 2022

A recording of one of the sessions will be made available after the online events have concluded.

Step 2 - Observe the key dates
  • Key dates

The IETS Program is an open, ongoing program which will run until funds are exhausted or otherwise terminated or extended at our discretion.

Assessment of Applications will be undertaken on a quarterly basis, in the first week of March, June, September and December.

You may submit an Application at any time. However, you are strongly encouraged to contact us at industrialenergy@arena.gov.au to discuss your Proposal prior to submitting the online application.

Draft application materials are due 1 month prior to Assessment, i.e. the first week of February, May, August and November. We will confirm exact dates for upcoming assessments during discussion with Applicants.
